30 May 2025 – KABANKALAN CITY, NEGROS OCCIDENTAL. The Philippine Statistics Authority (PSA) and the Local Government Unit of the City of Kabankalan, Negros Occidental entered into a Memorandum of Agreement on the establishment of the LGU-managed and operated Civil Registry System (CRS) Outlet, the second in the whole Philippines and the first in the Negros Island Region and the Province of Negros Occidental.
Through this significant milestone, the LGU of Kabankalan City has the approval of setting up its own CRS Outlet, where the people of Kabankalan and its nearby cities and municipalities can already request their Civil Registry Documents (CRD) without going to the provincial capital. This also gives the residents access to improved government services and entails lesser costs in obtaining CRDs.

Interim Regional Director of the Interim Regional Statistical Services Office 18 – Negros Island Region John F. Campomanes, Acting City Civil Registrar of Kabankalan City Monalisa D. Tabujara, and City Administrator Atty. Mac Lord D. Zafra.
Also present during the event are PSA – Negros Oriental Chief Statistical Specialist Engr. Ariel T. Fortuito, Officer-in-Charge of PSA Siquijor Joselito C. Maghanoy, Department Heads of the LGU of Kabankalan City, PSA Staff, and employees of the Local Civil Registrar of Kabankalan.
In his message, Usec. Mapa highlighted the strategic location of Kabankalan City where it is at the center of the southern part of Negros Occidental and is also near to cities and municipalities in Negros Oriental, thus making the CRS services accessible to not just the Kabankalanons but also to the citizens of neighboring LGUs.
After the signing ceremony, a site visit of the soon-to-be office of the LGU-managed CRS outlet was conducted by Usec. Mapa and Hon. Miranda, together with the PSA and LGU officials and staff.
