30 May 2025 – KABANKALAN CITY, NEGROS ISLAND REGION. In a significant achievement for the recently established Philippine Statistics Authority (PSA) Regional Statistical Services Office (RSSO) – Negros Island Region (NIR), a landmark Memorandum of Agreement (MOA) was officially signed on 30 May 2025. This agreement between the PSA and the Local Government Unit (LGU) of Kabankalan City, Negros Occidental, greenlights the establishment of an LGU-managed and operated Civil Registry System (CRS) Outlet right here in Kabankalan.
This groundbreaking initiative marks a special milestone for the newly established PSA RSSO NIR, solidifying its commitment to bringing essential government services closer to the people of the region. Kabankalan City's CRS Outlet is set to be only the second of its kind in the entire Philippines and proudly stands as the very first in both the Negros Island Region and the Province of Negros Occidental.
This means that residents of Kabankalan and its neighboring cities and municipalities will no longer need to undertake costly and time-consuming journeys to the provincial capital to request their Civil Registry Documents (CRDs). This move dramatically improves access to vital government services, making it more convenient and affordable for thousands of Filipinos.
The momentous signing ceremony was graced by esteemed officials, underscoring the national and regional importance of this endeavor. Leading the event was the National Statistician and Civil Registrar General of the PSA, Usec. Claire Dennis S. Mapa, PhD. He was joined by Kabankalan City Mayor Hon. Benjie M. Miranda, Nelida C. Amolar, Officer-in-Charge of the PSA - Regional Statistical Services Office 6 – Western Visayas, and John F. Campomanes, Interim Regional Director of the Interim Regional Statistical Services Office 18 – Negros Island Region—a fitting presence for such a pivotal moment for the new regional office.
Also present were Monalisa D. Tabujara, Acting City Civil Registrar of Kabankalan City, and City Administrator Atty. Mac Lord D. Zafra. Supporting the event were Engr. Ariel T. Fortuito, PSA – Negros Oriental Chief Statistical Specialist, Joselito C. Maghanoy, Officer-in-Charge of PSA Siquijor, along with Department Heads of the LGU of Kabankalan City, PSA Staff, and employees of the Local Civil Registrar of Kabankalan.
In his message, Usec. Mapa particularly highlighted Kabankalan City's strategic location. He emphasized that being at the heart of southern Negros Occidental and near cities and municipalities in Negros Oriental makes the new CRS services accessible not just to Kabankalanons but to citizens across a wider area, truly extending the reach of government services.
This partnership between the PSA and Kabankalan City is a powerful testament to the newly established PSA RSSO NIR's dedication to decentralizing services and enhancing public convenience, marking a significant step forward in serving the communities of the Negros Island Region.
