28 July 2025 – MABALACAT CITY, PAMPANGA. The Local Civil Registrars (LCRs) of the newly established Negros Island Region (NIR) made a remarkable debut during the recent 4th National Convention on Civil Registration and Vital Statistics on 28 to 30 July 2025 (4NCCRVS) at the SMX Convention Center Clark, Mabalacat City, Pampanga with back-to back awards, solidifying the region’s entry into the field of Civil Registration and Vital Statistics.
With this year's theme, "Building a Resilient, Agile, and Future-fit Civil Registration and Vital Statistics System," the 4NCCRVS brought together a diverse group of professionals. Local Civil Registrars (LCRs), solemnizing officers, members of the academe, statisticians, and other stakeholders from across the Philippines attended the three-day convention featuring comprehensive keynotes, interactive discussions, and activities designed to unite those involved in civil registration and data users of vital statistics. The primary goal was to provide a forum for sharing the latest information and recent developments in Civil Registration and Vital Statistics (CRVS) within the country.
One of the highlights of the 4NCCRVS was the Awarding Ceremony for the Most Innovative Local Civil Registry Office (LCRO), the 2024 Outstanding LCROs and the 2024 Circle of Excellence where the LCROs of NIR shone brightly after having won multiple awards.
The Local Civil Registry Office (LCRO) of Sibulan, Negros Oriental, under the direction of Municipal Civil Registrar (MCR) Andrew C. Banquerigo, was recognized as the Most Innovative Local Civil Registry Office in the Negros Island Region (NIR) with their innovation entitled, “Embracing Digitalization: Enhancing Civil Registry Services in Sibulan, Negros Oriental through Excel Automation.”
Six LCROs from NIR were among the Top Ten 2024 Outstanding LCROs in their respective categories. This award recognizes the efforts of the LCROs in delivering civil registration programs, activities, and services – aiming to promote efficiency and innovation in LCROs, acknowledge their support for CRVS programs, appreciate vital statistics data, foster cooperation, and align incentives with performance to ensure timely and accurate civil registration services. LCROs were divided into six categories based on the number of Civil Registry Documents (CRDs) registered annually at the LCROs and submitted to the Civil Registration System (CRS).
In the Medium Category (1,000 to 1,999 CRDs submitted in 2024), the LCRO of Canlaon City, Negros Oriental, under the leadership of City Civil Registrar (CCR) Marife F. Eleco, secured first place, while the LCRO of Siquijor, Siquijor, with MCR Fernando Jose A. Pescante Jr., placed 7th. The Large Category (2,000 to 3,999 CRDs) was topped by the LCRO of Santa Catalina, Negros Oriental, headed by MCR Roselyn R. Juanillo. In the Extra-Large Category (4,000 to 9,999 CRDs), two LCROs from the NIR were recognized: the LCRO of Bayawan City, Negros Oriental, at 3rd place, and the LCRO of Sagay City, Negros Occidental, at 9th place. Finally, in the Super Extra-Large Category for submissions of 10,000 or more CRDs, the LCRO of Kabankalan City, Negros Occidental, emerged as the top performer, claiming first place. This is a back-to back first place win for LCRO Kabankalan City having won the same award in last year’s ceremony.
Four Local Civil Registration Offices (LCROs) from the Negros Island Region (NIR) have been honored with the prestigious 2024 Circle of Excellence Award, a distinction given to offices that have consistently ranked among the Top 10 Outstanding LCROs for five consecutive years. This year's awardees from the region are the LCROs of Santa Catalina, Negros Oriental; Siquijor, Siquijor; Canlaon City, Negros Oriental; and Bayawan City, Negros Oriental.
Interim Regional Director John F. Campomanes accompanied the heads of these offices as they received their honors and expressed his immense pride in their achievement. He stated that these awards are a "testament to what meaningful collaborations between the PSA and the LCROs can do as we strive to get every Juan and Juana in the picture through efficient and inclusive civil registration."
