2025 Regional CBMS Gawad Galing Lokal
I. Background
Republic Act No. 11315, otherwise known as the Community-Based Monitoring System (CBMS) Act, institutionalizes the CBMS as a tool for poverty reduction and community development through the collection of disaggregated data at the local level. The Philippine Statistics Authority (PSA) is mandated to implement the CBMS across all Local Government Units (LGUs).
To promote and strengthen the utilization of CBMS data, the PSA will conduct the 2025 Regional CBMS Convention and Data Festival in various regions across the country. This initiative will bring together LGUs, policymakers, academic institutions, and community members to celebrate data-driven governance.
II. Contest and Objectives
The PSA will institutionalize the CBMS Gawad Galing Lokal (CBMS Local Excellence Awards) as a recognition given to outstanding provincial, city, and municipal governments that demonstrate excellence in the use of the CBMS for evidence-based planning and governance. Combining the words "Gawad" (award), "Galing" (excellence), and "Lokal" (local), the title honors the commitment of government units to transform data into action—empowering communities, shaping inclusive policies, and driving progress from the ground up through innovative and impactful CBMS utilization.
The contest aims to recognize Provincial/City/Municipal Local Government Units (P/C/MLGUs) that excel in using the CBMS data for evidence- based planning and local governance. It promotes best practices, encourages innovation, and fosters a data-driven culture in addressing community needs. The contest also serves as a platform to inspire knowledge sharing and replication of impactful CBMS initiatives nationwide.
III. Eligibility and Categories
- Regional Level: Open to all provincial, city, and municipal governments within the region that have conducted the PSA-led CBMS or have conducted their own CBMS prior to 2021.
- National Level: The 1st place winners from each region will automatically become National Finalists.
- Regional Champion: The Regional Champion will be determined by the judging panel based on the highest overall score using the evaluation criteria. The winning P/C/MLGU will advance to the National CBMS Convention on 30 September 2025 in Metro Manila to compete with other Regional Champions and will receive two (2) slots to attend the convention. The 2nd and 3rd Place winners will also be recognized, and each will be granted two (2) slots to attend the National CBMS Convention.
- People’s Choice Award: Given to the entry with the highest number of love reactions on the RSSO Official Facebook Page. In the event of a tie, the total number of love reactions and other reactions will be considered. Should a tie still persist, the number of shares shall be considered along with the total number of reactions on the video.
- Special Award for the Best AVP: This award recognizes the P/C/MLGU whose AVP best presents a compelling and creative narrative of how the CBMS data was used to drive community action. It will be awarded to the entry with the highest score in the AVP category.
- National Champion: Determined by the National Judging Panel based on the consolidated scores across all criteria. This award will be conferred to the best performing P/C/MLGU among all regional finalists and will be formally recognized during the National CBMS Convention.
IV. Nomination Process and Submission Requirements
- Qualified P/C/MLGU shall fill out the Nomination Form found in Annex 13.1
- The nominee shall seek favorable endorsement and signature from the Local Chief Executive.
- The nominee shall prepare the following requirements and submit them to their respective PSA Provincial Statistical Offices:
- Audiovisual Presentation (AVP): A 5 to 8-minute AVP (documentary style preferred) showcasing the LGU's utilization of the CBMS data.

- Instructions for accomplishing the Matrix can be found in Annex 13.3
- Supporting Documents: Documents that substantiate the claims made in the AVP and Entry Matrix. LGUs/PLGUs are encouraged to provide evidence such as:
- Local ordinances or resolutions influenced by CBMS data.
- Project proposals or reports that reference CBMS indicators.
- Testimonials from stakeholders or beneficiaries.
- Photos or videos of implemented programs.
- Planning documents, dashboards, or maps.
- Before-and-after comparison reports.
V. Format and Technical Requirements
Below are the following technical requirements to be followed in producing the CBMS Utilization Documentary:

All entries must ensure that the materials used—such as music, images, videos, and graphics—are original or properly licensed. This is to ensure smooth publication, as the submissions may be featured on the official Facebook pages of the PSA RSSOs and other public platforms. Entries with copyrighted content that lack appropriate permissions may be subject to revision before being posted.
These requirements shall be strictly followed to ensure uniformity across all AVP submitted.

The selected evaluators will carefully review the submitted documentaries and evaluate them using the following criteria:

The Regional Champion, Second Placer, and Third Placer for the CBMS Gawad Galing Lokal shall be officially awarded during their respective Regional CBMS Convention and Data Festival.
Meanwhile, the National Winners will be recognized and awarded during the National CBMS Convention on 30 September 2025, to be held within Metro Manila.
Transportation and accommodations for the Regional Champion, Second Placer, and Third Placer who will participate in the National CBMS Convention shall be shouldered by their respective P/C/MLG
